		<description>The town of Vineyard Haven conglomerated all its public services (cemetery, parks, rubbish, etc) into a single Department of Public Works.  This has been an unmitigated disaster: misrun, expensive, and ineffective.  I think it's because the DPW is too big to be run on a casual, everything-no-matter-how-minor-goes-through-the-head-honcho basis: but they're still trying.  Big government requires its own infrastructure, just as the heart needs its own circulatory system: and that infrastructure needs to be built, it can't grow.</description>
